Morris B. Dukuly
As Co-Founder and Executive Director of Covenant Partners Care LLC, Morris B. Dukuly brings a deep passion for community-based services and a commitment to empowering individuals with intellectual disabilities and autism. He founded the agency together with his wife, Tarlo Garmo.
Under his leadership, Covenant Partners Care is building a reputation as a trusted CPS provider in Pennsylvania, known for its person-centered approach and unwavering commitment to community integration.

As Co-Founder and Program Manager of Covenant Partners Care LLC, Tarlo Garmo plays a vital role in shaping the organization's vision and translating it into day-to-day impact. Tarlo co-founded Covenant Partners Care alongside her husband, Morris B. Dukuly, bringing a shared commitment to empowering adults with intellectual disabilities and autism.
As Program Manager, Tarlo oversees the design, coordination, and delivery of Community Participation Support services — ensuring each participant's Individualized Support Plan is faithfully implemented, leading staff training in person-centered practices, and maintaining strong partnerships with community organizations, employers, and ODP coordinators across the region.
This hands-on leadership fosters a culture of dignity, inclusion, and continuous improvement — helping participants build meaningful relationships, develop employment skills, and engage fully in their communities.
