Covenant Partners Care LLC was founded with a singular vision: to transform the way Community Participation Support is delivered in Pennsylvania. Under the leadership of co-founders Morris B. Dukuly and Tarlo Garmo, we have built an organization that places individuals at the center of everything we do.
Operating under Pennsylvania's Office of Developmental Programs (ODP), we provide CPS services funded through the Consolidated, Community Living, and Person/Family Directed Support (P/FDS) waivers. Our approach is built on the CMS HCBS Settings Rule, ensuring that every individual we serve has full access to the greater community.
Headquartered in Upper Darby at 230 Glendale Road, we serve individuals across Pennsylvania, providing support that enables people to seek employment, engage in community life, control personal resources, and build meaningful relationships.
