The Foundation of Community Living
Community Participation Support (CPS) is Pennsylvania ODP's primary day/habilitation service, designed to replace older facility-centric models with a person-centered, community-integrated approach. CPS is funded through the Consolidated, Community Living, and Person/Family Directed Support (P/FDS) waivers.
CPS was rebuilt around the CMS HCBS Settings Rule, ensuring that individuals receive services in integrated settings that support full access to the greater community — opportunities to seek employment, engage in community life, control personal resources, and build meaningful relationships.
At Covenant Partners Care, we deliver CPS with a focus on three core areas: (1) building interest in and developing skills for competitive integrated employment; (2) opportunities and support for community inclusion in integrated settings; and (3) beginning and strengthening relationships with community members.
ODP tracks community participation percentages per service location using the SE modifier in billing, and we are proud of our commitment to maximizing community-based service delivery over facility-based alternatives.

How This Service Works
Person-Centered Planning
Every CPS service begins with the Individual Support Plan (ISP), ensuring activities and goals are tailored to each person's unique preferences and aspirations.
Community-Based Delivery
Services are provided in integrated community settings — real places where people without disabilities also go, learn, work, and socialize.
Employment Pathway
CPS includes prevocational activities that develop worker traits, identify transportation, and create documented pathways to competitive integrated employment.
Relationship Building
The focus isn't just being in the community — it's about who individuals will get to know through clubs, classes, volunteer roles, and interest-based groups.
Six Outcome Domains
We track progress across competitive employment, community inclusion, purpose and responsibility, local engagement, social networks, and self-determination.
Compliance & Reporting
We adhere to all ODP billing requirements, community participation tracking, and variance request procedures as established by ODPANN 19-090.
