Understanding Community Participation Support in Pennsylvania
Community Participation Support (CPS) is a transformative approach to disability services that focuses on genuine community integration and person-centered goal achievement. In Pennsylvania, CPS is offered through the Office of Developmental Programs (ODP) waivers and represents a shift from segregated, facility-based services to community-integrated participation.
What is CPS?
CPS is a non-residential service that supports adults with intellectual disabilities and autism in pursuing their personal goals within their communities. Unlike day programs or employment-specific services, CPS takes a holistic approach to community participation across six outcome domains:
- Competitive integrated employment
- Community inclusion
- Purpose and responsibility
- Engagement in local community
- Social networks and natural supports
- Self-determination and self-advocacy
Who Can Access CPS?
CPS is available to individuals with an intellectual or developmental disability diagnosis who are enrolled in a PA ODP waiver (Consolidated, Community Living, or P/FDS). Age is not a barrier — CPS serves adults of all ages.
How is CPS Different?
Traditional day programs often confine participants to segregated settings. CPS, by contrast, emphasizes integrated community activities — shopping, volunteering, attending classes, building friendships, and pursuing employment alongside community members without disabilities.
The Six Outcome Domains
Each of the six outcome domains guides individualized goal-setting and service planning:
1. **Competitive Integrated Employment** — Meaningful work in integrated community settings with wages and benefits. 2. **Community Inclusion** — Participation in everyday community activities. 3. **Purpose & Responsibility** — Contributing to family, community, and meaningful endeavors. 4. **Engagement in Local Community** — Connecting with local organizations, businesses, and civic groups. 5. **Social Networks & Natural Supports** — Building genuine relationships and friendships. 6. **Self-Determination & Self-Advocacy** — Making informed choices and directing one's own life.
